The Circle of Magi’s rules (read: The Chantry’s rules), especially in Kirkwall during DA2 gametime make it basically illegal and nearly impossible for any mage to be a productive member of society.
And then people go, “Man, I can’t support these mages. I mean, I sympathize, but how am I supposed to be on their side when the ones I see are all criminals and unproductive members of society?”
